The report, called City Initiatives for Technology, Innovation and Entrepreneurship, cited the top 40 cities in the world for launching a tech startup, which also includes London, Helsinki, Barcelona and Amsterdam.
"They make sure that very different areas of policy need to work in concert," the report reads. "They employ styles of working that are more closely associated with startups than bureaucrats."
NYC's tech ecosystem of 30,000 jobs sees 7.6 percent growth annually, according to the city. New initiatives and programs launched by the city the past decade, such as the Tech Talent Pipeline, Digital.NYC and New York City Tech Day, promoted that development.
