For many counties, jail overcrowding is a huge problem as detainees wait for bail hearings, sentencing or other adjudication. In fact, a recent National Association of Counties report noted that at least 67 percent of the population in county jails is pretrial, or detainees who have been charged with committing a crime, but not yet seen a judge.

Law enforcement and the courts must keep the public safe, while also ensuring accused offenders receive justice. Counties also need to lower the extraordinary cost of housing too many detainees. Some counties, like Mesa County, Colo., have already put processes, programs and procedures in place and are seeing measurable success.
