According to the World Economic Forum, generative AI refers to a category of artificial intelligence algorithms that generate new outputs based on the data they have been trained on. Unlike traditional AI systems that are designed to recognize patterns and make predictions, generative AI creates new content in the form of images, text, audio and more.

“If you look at language and image recognition capabilities historically, over time, they’ve always been subpar to human performance,” said Government Technology Chief Innovation and Strategy Officer Dustin Haisler.

But in recent years, that tipping point has been reached and surpassed. Generative technologies are now able to train themselves and provide hypercontextualized experiences that are specific to the user, using natural language.

“I think this provides a really unique opportunity to also streamline the government experience,” he added.

Here, Haisler asks the same question of generative AI tools from OpenAI, Google and Bing’s AI chat (built on OpenAI’s ChatGPT): What are the ethical considerations for generative AI in state and local government? This product review, of sorts, offers a look at each tool’s unique attributes.

Dustin Haisler is the Chief Innovation Officer of Government Technology's parent company e.Republic. Previously the finance director and later CIO for Manor, Texas, a small city outside Austin, Haisler quickly built a track record and reputation as an early innovator in civic tech. As President, Haisler drives exponential growth, implements new ideas and promotes a corporate culture that rewards creativity.
