Digman was recognized this week in Albany during the New York State CIO Academy, an annual event produced by e.Republic, Government Technology’s parent company.
The CIO of the Year award recognizes public servants who demonstrate leadership, vision, innovation and collaboration.
Digman is credited with leading an accelerated effort that moved the Tax Department to electronic filing and e-payments. According to the announcement of Digman’s award, the project is saving New York $48 million annually, eliminating errors and improving the service experience for taxpayers.
“We’re successful because the Tax Department views IT as an investment. IT is treated as a way to get things done – and I have some very good people on my team,” Digman said Wednesday, April 18, during an award ceremony at the CIO Academy.
The Tax Department’s call center has also been modernized, and now includes Voice-over Internet Protocol and enables intelligent call routing and enhanced applications.
“He was also instrumental in creating the department’s Case Identification and Selection System , an innovative public sector-private sector partnership that has dramatically enhanced the department’s ability to identify fraudulent returns,” the award announcement said.
New York City CIO Carole Post was named the 2011 New York CIO of the Year. Last week she announced that she is stepping down to take an executive position with the New York Law School.
