Stephen Elkins, CIO of Austin, Texas, says he will utilize flexible sourcing to deal with the impending Baby Boomer retirement wave.
Austin, Texas, launched its open data portal to improve government transparency, but its purpose is evolving.

Although it’s still an important transparency tool, the portal now supports a thriving civic hacking community, which has supplied valuable apps to the city and its residents. The portal’s user base is changing too. Once dominated by individual coders, the portal is drawing more business users, according to Austin CIO Stephen Elkins, who talked about these open data trends in an interview at Government Technology’s Texas Digital Government Summit.
