Special districts are developing innovative new services to meet growing citizen expectations. The Capital Metropolitan Transportation Authority in Austin, Texas, is a great example. The authority serves a growing number of riders through a mobile ticketing application, and it’s creating new traveler tools and on-demand transit options.
