Buy-Outs in Clusters vs. One Here, One There

Another mitigation buy-out story.

This study and story “Clustering” land buyouts could improve flood resiliency after Hurricane Harvey sounds great and I understand how it would make sense in establishing green space, but these are individual pieces of property, not some developer-owned parcel. Every homeowner is the king or queen of his/her castle and they are the points of decision-making. 

Getting clusters of homes to be buyouts may sound good on paper, but likely there will be more than one holdout who doesn't want to move.
