New York did it with their hazard mitigation plan.
Of all the plans that you could digitize and make more interactive, doing it to your hazard mitigation plan perhaps makes the most sense. If you can provide good hazard information and how to mitigate the impacts of a disaster, maybe we can dig ourselves out of the disaster hole we find ourselves in.
