Microsoft's SharePoint has been a powerful tool being used by many organizations to share information. Some have proposed just using it instead of WebEOC for information management in an EOC. If you are writing plans and procedures (for consultants I'd include proposals) and need to share information in a collaborative manner--then SharePoint is a good solution for you.
They are combining the power of SharePoint with GIS. The target are fusion centers, but I can see it having a wider application:
