Six Years After Hurricane Sandy — Mitigation Funding Flows

It is a guess, since they didn't say "mitigation."

How long does disaster recovery take? Forever!

This does not sound like disaster recovery funding, I'm sure the projects stem from the losses incurred from Hurricane/Superstorm Sandy.

While the specific funding mechanism is not defined, I smell Post Disaster Mitigation Funding, see Long Island Gets $20 Million More in Sandy Recovery Funds to Bolster Communities.

Note, the Feds/FEMA are not getting credit in the story, it is likely the American taxpayer who is footing the bill.
