Cloud and As-a-Service Procurement Best Practices — ICYMI

Center for Digital Government senior fellows Dugan Petty and Sean McSpaden discuss the current landscape for cloud and as-a-service products, as well as best practices when it comes to procuring them.

In 2014, the Center for Digital Government (CDG) created the “Best Practice Guide for Cloud and As-a-Service Procurements” to provide government and industry with consensus-based advice and terms and conditions for cloud solution procurement models. The guide, last updated in 2016, has been viewed as the standard for many state and local government contracting efforts for nearly a decade.

Over the past few years, significant changes in the public-sector marketplace related to cybersecurity, risk management, data protection and privacy prompted a new update to the guide.

The work group convened for the 2022 update included representatives from the states of Arizona, Georgia, North Carolina, Massachusetts, Michigan and Texas, the county of Sacramento, Calif., and the city governments of New York, New Orleans and Detroit. Comments were also solicited from cloud service providers AWS, Citrix, Knowledge Services and VMware.

CDG senior fellows Dugan Petty, former CIO for the state of Oregon, and Sean McSpaden, former deputy CIO for Oregon and now principal legislative IT analyst with the state’s Legislative Fiscal Office, both worked on the original guide in 2014 and led the facilitation of the work group for the 2022 update.

On this episode of ICYMI, they join Joe Morris to discuss their experience with the work group, summarize the updates and new additions, provide details about the RAMP checklist and suggest how state and local government employees should approach the guide to get the most out of it.
