New Hampshire CIO Richard Bailey Nominated to Head State DMV

CIO Richard Bailey began his public-sector work in New Hampshire with the DMV 20 years ago.

New Hampshire Gov. John Lynch has nominated state CIO Richard Bailey to head the state's Division of Motor Vehicles, the governor's office announced Tuesday, March 23.

Bailey began his state service with the motor vehicles division, and most recently has been the commissioner of the Office of Information Technology. He became state CIO in 2004.

Bailey was nominated by Department of Safety Commissioner John Barthelmes. Pending approval from the state's Executive Council, Bailey will replace Virginia C. Beecher as the motor vehicles director.

"I am very excited to be nominated by the commissioner and the governor," Bailey said in a statement. "My state service began with the Division of Motor Vehicles more than 20 years ago, and to again have the opportunity to work at the division and continue serving the people of New Hampshire."

While working previously for the motor vehicles department, Bailey helped implement the New Hampshire Commercial Drivers License Information System, according to the governor's office. Bailey later became the first commissioner of the Office of Information Technology, which was created in 2008.

According to the Concord Monitor newspaper, Lynch chose not to re-appoint Beecher. During the past few years, citizens have complained of long lines and work backlogs at the DMV, a situation that has improved with the implementation of online registration services, according to the newspaper.
