But, for better or worse, it has become the face of the public's concern about privacy and the unintended consequences of unbridled data collection. In the aftermath, writes Paul Taylor, "public agencies have a responsibility to take a fresh look at not only their own terms of use, but also those of the platforms they use in serving their publics."
