Is a Flat Management Structure the Key to Recruiting Millennials?

Washington state's experiment with holacracy aims to find out.

When millennials say they want to be heard and they don't want to be told what to do, Washington officials are listening.

At the NASCIO Midyear conference earlier this year, CIO Michael Cockrill talked about the state's experiment with a management system that has no bosses. Called Holacracy, this management system — which has been in place within Washington Technology Solutions since early 2015 — is not a lack of structure; it is a new kind of structure that allows organizations to be more agile and to more rapidly adapt to change.
