As San Jose, Calif., CIO Rob Lloyd sees it, regional and local governments will need to be more adaptable and creative without offering the highest salaries around.
“Cybersecurity is not just network perimeter, user name, IP anymore. It’s also the patterns of behaviors and locking down an effective but engaging way so that you can take advantage of all of those technologies,” he said.
The new reality will mean more alliances, information sharing and new ways of thinking.
