A growing population and limited resources aren’t enough to hamper innovative efforts in San Jose, Calif. — in fact, the need to do more with less has inspired CIO Rob Lloyd to push for more creative solutions.

The IT staff of 80 serves a constituency of more than 1 million people and businesses, and around 6,600 city staff. Lloyd said the trick is striking the balance between being too lean and innovative in the face of adversity.

“What we have as part of our opportunities and strengths is we have an innovation policy that allows us to experiment," he said, "and we have a lot of potential partners that want to work with us and try new things."
