David Sullivan

Director of Revenue, Elizabeth River Crossings OpCo, LLC

David Sullivan is the Director of Revenue at Elizabeth River Crossings in Portsmouth Virginia. Prior to assuming his current position, David served in leadership roles as the Executive Director of the Slover Library in Norfolk Virginia, and Chief Information Officer for the City of Norfolk, Hampton Roads Transit and the City of Virginia Beach. He holds a Master of Management degree from Cambridge College and a Bachelor of Arts degree in Economics from Old Dominion University. Mr. Sullivan is a past president of the Metropolitan Information Exchange an association of large city and county CIO’s in North America. He has served as the Chair of the Information Technology Committee for the American Public Transportation Association, is a member of the IEEE Computer Society, the Association for Computing Machinery, and the Internet Society.

Phil Silver

Leader, Transportation - State & Local Government, Amazon Web Services

Phil leads Amazon Web Services’ (AWS) state and local government transportation vertical, supporting the successful transformation, modernization, and migration of airports, seaports, transit agencies, tolling authorities, traffic departments, parking, DOTs, MPOs, and COGs to the AWS cloud. He held sales and strategy leadership roles in global systems integration firms who are specialists in payments, traffic management, tolling, parking, IoT, and advanced analytics, and served in the U.S. Navy, capping a 25-year active duty and reserve career, retiring as a Captain. Phil earned a Masters in Executive Leadership from University of San Diego, an MBA from Fordham University, and Bachelor degrees in Chemistry and History from the University of Florida.

Alan Williams — Moderator

Former Representative for the Florida House of Representatives and Senior Fellow, Center for Digital Government

Alan Williams graduated from Rickards High School in 1993 and earned his B.S. and M.B.A. degrees in Business Administration from Florida Agricultural and Mechanical University (FAMU). In November 2008, Williams was elected to the Florida House of Representatives by the voters of District 8, encompassing parts of Leon and Gadsden Counties. Representative Williams serves on the Energy and Utilities Policy Committee, General Government Policy Council, Government Accountability Act Council, Government Appropriations Committee, the Joint Committee of Public Council Oversight, and the Joint Committee on Collective Bargaining. In the years immediately before his election, Williams was an Aide to Tallahassee Mayor John Marks, serving as liaison between the community and the Office of the Mayor. He advised the Mayor on appointments to all city advisory boards and represented the Mayor's interests as a board member for the Tallahassee Visitors and Area Convention Bureau and the NASA Challenger Learning Center Board of Advisors.
