Dave DiGiacamo

For over 15 years, DiGiacomo served as the CEO and president of OnSolve (formerly ECN), a global provider of cloud-based critical communication solutions for government, enterprise, and SMB clients. Under DiGiacomo’s leadership, OnSolve grew from two full-time employees to what it is today, the industry’s largest provider of emergency and mass notification services with $100 million in annual revenue. David DiGiacomo joined PowerDMS as chief executive officer in 2018.

Craig Hartley

Executive Director CALEA

W. Craig Hartley, Jr. joined CALEA in June 2008 and was appointed Executive Director as of January 2014. He began his career with the Greensboro (NC) Police Department in 1989 and served in a number of positions within the agency before becoming an Assistant Chief of Police. During his tenure with Greensboro, he worked in the functional areas of patrol operations, tactical operations, accreditation, internal affairs, personnel, training, budget and planning, information and technology, and served as the chief of staff. Before coming to CALEA, Craig also worked for the Virginia Department of Criminal Justice Services, an agency within the Executive Branch of state government assigned to the Secretary of Public Safety. While there he led the department’s Policy, Planning and Research Division and coordinated legislative affairs and public information.

Dr. Gary Margolis

Chief of Police (ret) University of Vermont, Former CALEA Commissioner and founder, Social Sentinel Inc.

Gary is an entrepreneur and former law enforcement executive with a passion for providing products and services that support the safety of our communities. Gary began his career as a deputy sheriff in Chittenden County, Vermont when he was in college. By that time, he had already built several successful businesses including a small seasonal landscaping company and collegiate laundry service. He served as a deputy sheriff, police officer, and police academy administrator before serving as Chief of Police at the University of Vermont for more than a decade. Gary is a co-founder of Margolis Healy & Associates, LLC (acquired by Cozen O'Connor in August 2017), which is the premier safety and security consulting firm for universities, colleges and K12 schools in the United States. Margolis Healy was chosen by the US Department of Justice to establish and lead The National Center for Campus Public Safety created by Congress after the tragedies at Newtown, CT and VA Tech. In addition to direct consulting services, the firm serves all 4,500 universities and colleges in the United States as the federal resource on matters of safety and security. Gary is the co-founder of Social Sentinel, Inc., a SaaS-based technology company that helps safety and security teams in education and other industries pay attention to the digital conversation for the safety of their communities. Social Sentinel's service scans public social media for indications of harm and violence and returns smart results for timely response and mitigation. Social Sentinel has won awards and accolades for its outstanding technology and customer service, including a 2018 Innovation Award from BTV Ignite, a 2018 Gold and Silver Stevie Award for Sales and Customer Service, and a 2015 Campus Best Award from Campus Safety Magazine. Gary holds both a master and doctoral degree from the University of Vermont (UVM). He's held faculty appointments at the University of Vermont and Norwich University.

Ryan Reynolds

Public Safety Leader for Amazon Web Services

Ryan began his career with the US Army, including service as Military Police. Ryan has been working in Information Technology and police services for 20 years. Ryan Joined AWS in April of 2017, and has built a team to deliver solutions that work backwards from the challenges facing Law Enforcement, Courts and Corrections, Fire/EMS and emergency/disaster response.

Otto Doll — Moderator

Senior Fellow, Center for Digital Government

As the Minneapolis CIO for seven-plus years, Mr. Doll was responsible for all City IT services. Formerly South Dakota's CIO for 15 years with responsibility for all state government computing, telecommunications, state radio, and public broadcasting. While with IT research firms, Mr. Doll has advised Fortune 1000, Federal, State, and Local Government CIOs on information technology assessment and alignment to business needs. He has served as a Director with the United States General Services Administration, developing information technology strategic plans and oversight policy. Mr. Doll received his Computer Science degree from Virginia Tech and is a Senior Executive Fellow of the Kennedy School of Government, Harvard University. He is a past President of NASCIO — a national organization of state CIOs. He also is a past President of the Metropolitan Information Exchange (MIX) — a national organization of city and county CIOs. Mr. Doll was named to Government Technology's Top 25 Doers, Dreamers and Drivers.
