Cleveland Names New Chief Innovation and Technology Officer

With over three decades of industry experience, Froilan Roy C. Fernando will join the city to oversee its use of technology, aiming to improve the user experience across municipal functions.

Cleveland Mayor Justin Bibb has named Froilan Roy C. Fernando as the city’s chief innovation and technology officer (CITO).

As CITO, Fernando will oversee the development, execution and coordination of technology to improve the user experience for municipal functions and everyday interactions for residents, according to a statement from the mayor’s office.

Before joining the city, Fernando was a vice president and strategic services and enterprise architecture manager for PNC, and he worked as a system director for Summa Health, leading mid- to large-scale ERP programs.

He also served as a senior manager for Deloitte Consulting, LLP, and a biomedical engineering administrator for the Cleveland Clinic.

“Roy is a passionate, experienced and results-driven IT professional who is highly skilled in both the technical and the organizational change aspects required for success,” Bibb said in a release. “We are looking forward to having him on board as our CITO to innovate and expand the role of technology in delivering city services.”
