Evanston CIO Stowe Absorbs New Role, Responsibilities

Evanston, Ill., City Manager Erika Storlie has appointed CIO Luke Stowe as the new administrative services director — a position he held in an interim capacity since September 2019.

In addition to continuing his work as CIO, Stowe will oversee the human resources department, facilities and fleet management and parking services. He has served as the city’s CIO since 2016.

“Luke has dedicated his career to making government services more convenient, efficient and accessible for all community members,” Storlie said in a release. “Most recently, his leadership was critical to ensuring the continuity of city services during the COVID-19 pandemic, securely transitioning both city services and staff from in-person to remote operations.”

In addition to dealing with COVID-19, Stowe has also worked on other technology and community engagement projects related to the city’s website, social media, open data, cybersecurity and 311 services as the city’s interim administrative services director.

Prior to his work with the city of Evanston, Stowe was a web developer and elections executive for Lake County Government’s IT department and was a technology specialist in the Champaign County Clerk’s Office.

He was also recognized as one of Government Technology’s 2018 Top 25 Doers, Dreamers & Drivers.

“I feel fortunate to have worked with Luke for nearly a decade,” Storlie said, “and I’m thrilled to continue working with him in his role as administrative services director.”
