The appointment comes almost two months since Youngkin’s first pick, former Kansas Chief Information Technology Officer Phil Wittmer, resigned after only a month in office in late February.
Michael Watson, the state’s chief information security officer, has been serving as acting CIO since Wittmer’s departure.
“Mr. Osmond joins the agency with vast experience in the public and private sectors, having most recently led information technology, process improvement and strategic innovation at the Virginia Department of Transportation as the agency’s chief of technology and business strategy,” according to a statement from the agency.
Before that, Osmond was a partner with IBM for 15 years, leading organizations responsible for application innovation, business transformation and global process improvement for several Fortune 500 organizations and federal cabinet-level agencies.
