According to a new report from the New America Foundation's California Civic Innovation Project, however, local governments face numerous obstacles when attempting to innovate.
The report, The Case for Strengthening Personal Networks in California Local Government, is the result of a six-month study based on surveys and interviews with city managers and county administrators in California, and it reveals how local government administrators view innovation and how important they feel knowledge sharing is to the spread of innovation.
