Drivers who are behind the wheel 5,000 miles a year pay the same in car insurance as those who drive 50,000 miles (in general). But if America adopted a pay-per-mile car insurance system, "driving would fall 8 percent nationally, oil usage and carbon emissions would drop 2 and 4 percent, respectively, and fewer traffic and accidents could be worth upwards of $60 billion a year," The Atlantic Cities reported.
