New York and Indiana Sign New Tax Software Contracts

The two contracts allowing use of the Integrated Assessment System are valued at a total of $1.8 million.

Brookhaven, N.Y., and Henry County, Ind. have signed agreements to use an Integrated Assessment System (IAS) from Tyler Technologies Inc.'s Cole Layer Trumble division. Under the two new contracts, which have a combined value of approximately $1.8 million, the cities in New York State and Henry County will be provided with software, hardware, training, project management and other professional services.

Under the terms of the new agreement, Brookhaven's property tax management database will be converted to the IAS format and the town's existing tax assessment management software will be replaced with the IAS Assessment Administration module. Brookhaven's system for managing property descriptions will also be converted to the Computer-Assisted Mass Appraisal (CAMA) module of IAS. The conversion is expected to reduce by more than 50 percent the time needed to appraise properties and process more than 2,000 annual assessment appeals. The new IAS system will also interface the new MUNIS Tax Collection system that Brookhaven last year.

CAMA performs data management, extensive reporting and valuation functions, such as cost, market and income.

Brookhaven, located in central Long Island, contains several incorporated villages and more than 190,000 parcels of real estate, making it the largest township assessing unit in the state of New York. With a total population of nearly 450,000, the town is known for its waterfront properties. In terms of both new construction and real estate values, Brookhaven is one of the fastest growing areas in the country, with a total market valuation of approximately $43 billion.

In Henry County, an integrated property tax software solution for the offices of the County Assessor, Auditor and Treasurer will be delivered. Installation of the system is expected to be complete in the first quarter of 2003. Located in east central Indiana, Henry County has a population of approximately 48,000 and includes the city of New Castle.

"IAS had more functionality to offer each department that will use the system," said Henry County Auditor Linda Winchester.

The system was decided to produce real property values, tax rolls/statements and related reports required for administering the assessment and collection process. IAS provides users with online, real-time access to ORACLE, a relational database management system, which helps streamline office operations.

The tax administration system performs legal, exemption, complete built-in secretary and name and address functions; the tax billing/collection system performs tax lists, tax bills, tax collection and tax settlement functions, as well personal property and manufactured homes for various government departments or offices.
