Carlos Ramos -- former director of the California Office of Systems Integration (OSI) -- joined the state and local government team at Citrix Systems Inc. as director of health and human services.

As OSI director, Ramos was responsible for a $4.5 billion portfolio of California's largest technology projects and has been a key leader on many of the state's technology initiatives. Previously, Ramos was assistant secretary for Health and Human Services and the agency's senior technology executive. He was the principal technology advisor to the secretary and was responsible for the entire HHS IT portfolio. Ramos helped architect the consolidation of the state's largest data centers and the creation of California's Department of Technology Services. Ramos also served as director of the Teale Data Center with over 200 government agencies as customers.

At Citrix, said the company in a release today, Ramos will be responsible for addressing state and local IT challenges related to the key HHS issues of mobility, data security, personnel and budget constraint.

Ramos has earned several industry awards, including the Center for Digital Government's Digital Government Achievement Award, Government Technology Magazine's Innovation and Leadership Award, and CAFÉ de California's IT Leadership Award. He is a two-time recipient of the Center for Digital Government's In the Arena Award.
