Job: Emergency Management Coordinator, Shoreline, Wash.

This really sounds like a director's responsibilities.

The city of Shoreline is just north of Seattle. They have a position open, Emergency Management Coordinator.

The position has all the aspects of what I would call a director's position. They may have stayed away from that title because the position is in a department. 

The big disaster that the city of Shoreline had was a huge sinkhole that occurred during a long-duration winter storm in 1996-1997. It was big enough that this is where they took the vice president of the United States when he came to inspect damages and get briefed on the disaster.
