While the piece has a significant Washington State orientation, I think much of the information is widely applicable to the experiences that many emergency managers have had with COVID-19 and the logistics challenges it brought to our discipline. For instance, the duplication of resource requests is likely the same challenges that other states have had in consolidating and totaling the needs from a multitude of organizations requesting supplies.
