A major part of Fugate's success was that he knew "somewhat" what needed fixing at FEMA, and as I wrote here before, he was there long enough and paid attention to the details to get major pieces of the organization overhauled. A "successful" businessman won't necessarily have the background, no matter how good he or she is, to do the same.
It took Obama months, until June if I remember it right, to appoint Fugate. I don't expect that FEMA administrator is near the top of the list in the Trump Transition Team's agenda of thousands of positions to fill. Better hope there isn't a disaster before then ...
