2019 Regional Catastrophic Preparedness Grant Program Guidance

See the details and links below on a reincarnation of a previous grant program. The differences this time around is that it is less money and many more eligible jurisdictions. I have praised the previous incarnation due to the fact that it was both regional and all about planning — no equipment and toys for boys.

This time around, there are a potential 100 metro areas that are eligible to compete for the grant funds, which, in my estimation, is way too many for the amount of money that is available. If I were king, which I'm not, the number of possible applicants would be greatly reduced, and I would not have had NYC included in the mix. They get plenty of money already via other grant sources. 

I've already shared a project idea with the group of emergency management leaders who have been contemplating what we might do as a region here in the greater Seattle area. I skimmed the guidance and it looks to me like submitting only one project may be the way to go.

The option the feds took is to spread the peanut butter around, so it will be pretty thin for those who get funding.

FEMA Announces Notice of Funding Opportunity
for Fiscal Year 2019 Regional Catastrophic Preparedness Grant Program

The Federal Emergency Management Agency announced the release of the Notice of Funding Opportunity for the Fiscal Year 2019 Regional Catastrophic Preparedness Grant Program (RCPGP) today.

The RCPGP provides $10 million to local governments [(as defined by 2 C.F.R. § 200.64) located within one of the 100 most populous Metropolitan Statistical Areas (MSAs) per the Census Bureau’s 2017 Population Estimates] to build regional capacity to manage catastrophic incidents by improving and expanding collaboration for catastrophic incident preparedness.

The RCPGP plays an important role in the implementation of the National Preparedness System. RCPGP supports the building of core capabilities essential to achieving the National Preparedness Goal of a secure and resilient nation. Delivering core capabilities requires the combined effort of the whole community, rather than the exclusive effort of any single organization or level of government. RCPGP projects should increase capability levels in the Food, Water, and Sheltering Community Lifeline as measured in the Housing or Logistics and Supply Chain Management core capabilities reported through the Threat and Hazard Identification and Risk Assessment (THIRA)/Stakeholder Preparedness Review (SPR).

Awards will be made on a competitive basis to applicants who present an ability to successfully meet the requirements described in the NOFO.

The application period will remain open until 11:59 p.m. EDT on July 8, 2019. Submissions must be made through Grants.gov. The FY 2019 RCPGP NOFO is located online at: http://www.fema.gov/grants as well as on http://www.grants.gov, Assistance Listings Number 97.111.
