As I've written recently, we still have not achieved a fully functional disaster information system that is interoperable up and down the chain of organizations with some level of standardization. The podcast linked below is an interview with a University of Washington professor, who has looked extensively at the need for a universal information management system and also how WebEOC measures up in its current configuration.
