Personally, I really don't understand what the difficulty is in conducting an alert and warning test is this year. Yes, we are dealing with COVID-19, but these should be routine in nature.

The one thing I do know is that an alert and warning system that is not tested on a regular basis is likely not to work when it comes time to use it for real.
