The bill would have introduced privacy regulations on RFID cards, regulations which the governor told the California State Senate are "too broad" and might "contradict the federal mandates" laid out in the Real ID Act.
Along with the privacy regulations, SB 768 would have mandated technological regulations, which the governor believes "may inhibit various state agencies from procuring technology that could enhance and streamline operations." He explained that he is "concerned that the bill's provisions are overbroad and may unduly burden the numerous beneficial new applications of contactless technology."
