In last Sunday's radio address, New York City Mayor Michael R. Bloomberg said that the city's 311 system has just received its 40 millionth call. Bloomberg said that among other benefits, citizens calling to report trash helped raise the city's cleanliness rating to its highest score since the rating system was implemented in the early 1970s.
