Delaware Names Chief of Administration and Broadband Manager

The Delaware Department of Technology and Information (DTI) has hired a new chief of administration as well as a new broadband infrastructure grant program manager, according to an announcement from CIO Jason Clarke today.

Jordan Schulties has joined the team as chief of administration, responsible for the department’s financial operations and administrative support functions.

Schulties has been with the state since 2016, with previous experience including the roles of business finance director and deputy director for the Delaware Division of Small Business. In 2021, she was promoted to be the director and chair of the Delaware Economic Development Authority. Prior to joining the state, she worked in public accounting.

Tammy Shelton, meanwhile, has taken on the role of broadband infrastructure grant program manager. In this role, her responsibilities include strategic planning, reporting and working with federal, state and local government agencies in the state's push to connect residents with high-speed Internet. She will act as the state’s primary contact for broadband stakeholders in these efforts.

Shelton joined DTI’s broadband team in September 2021 and was recently promoted to broadband infrastructure grant program manager. Prior to that, she spent more than 25 years in the telecommunications industry specializing in program and project management and service delivery.

The state has taken other recent steps to support broadband expansion. For example, in this year’s State of the State address, Gov. John Carney announced the state’s decision to invest over $100 million in federal funding for broadband. In March 2022, the state officially launched the Delaware Broadband Infrastructure Grant Program with $56 million to providers for the effort.
