Bruce High

Bruce High began serving as the Executive Director of Universal Services and CIO of Harris County in 2009. Harris County, Texas is the third largest county government in the United States serving the needs of over 4.2 million citizens covering a 1,780 square mile area and 270 locations.

Bruce is a highly respected IT strategist with more than 33 years of experience in leadership. He has extensive experience in developing and defining IT objectives, strategic and tactical planning and in the implementation of technology to support Harris County business needs.  As Chief Information Officer, Bruce is responsible for leading the County’s technology strategy and managing the overall IT operations, as well as overseeing the largest regional public safety radio communications system in the nation.  Bruce also oversees Harris County Fleet Services, which includes new vehicle procurement, managing fuel stations, and routine vehicle maintenance.

In 2014, Bruce was recognized as one of Government Technology’s Top 25 Doers, Dreamers & Drivers in public sector.

A native Houstonian, Bruce has been serving Harris County for over 28 years. Prior to returning to Harris County, Bruce served 10 years in the private technology sector as Director of Corporate Applications.
