George Arlotto, Ed.D.

Senior Fellow, Center for Digital Government

With over three decades of experience in K–12 leadership, Dr. Arlotto has built a career at the intersection of instructional innovation, policy development, and strategic systems management. As a former Public School Superintendent he led one of the nation’s largest districts consisting of 125 schools, 85,000+ students, and over 12,000 employees, overseeing more than $1.5 billion in annual operating and capital budgets. Under his leadership, the district advanced equity-focused initiatives, expanded digital access, modernized instructional delivery, and earned consecutive Magna Awards from the National School Boards Association for its groundbreaking equity work.

Dr. Arlotto’s career reflects deep expertise in education policy, digital learning, curriculum innovation, and organizational leadership. As a senior administrator, policy advisor, and former chair of Maryland’s School Safety Subcabinet Advisory Board, Dr. Arlotto has collaborated extensively with federal, state, and local leaders to advance data-informed policy and digital transformation in public education. His experience ranges from classroom teacher to principal, chief of staff, associate superintendent, and has served as an adjunct professor at The George Washington University, where he earned his doctoral degree.

At the Center for Digital Education, Dr. Arlotto brings a practitioner’s perspective and a systems-level understanding of how technology, data, and policy intersect to improve teaching, learning, and school operations. He is committed to supporting research, thought leadership, education policy and best practices that help districts navigate a rapidly evolving digital landscape.
