Zach brings over two decades of experience as a trusted partner to mayors, city managers, budget directors, and state agency leaders, with a particular focus on building new service models and translating between the budget office, departments, and external partners. He holds an MPP from UC Berkeley and a BA from Brown University.
Zach is Principal and Co-Founder of Fifteenth & Field Strategies; an independent consulting practice focused on supporting government and its partners to deliver on their values. He works across public, private, foundational, and nonprofit sectors to strengthen how public dollars are allocated and evaluated—embedding evidence, values, and outcomes into the decisions that matter most.
Zach spent more than a decade at Results for America, most recently as Vice President and Local Practice Lead, where he helped launch and scale national initiatives—including What Works Cities—and guided cities and counties in redirecting more than $2 billion toward programs with evidence of impact. Before that, he led election administration reform work at The Pew Charitable Trusts, overseeing the Elections Performance Index and the Voting Information Project, a first-of-its-kind civic open-data initiative.
