U.S. Virgin Islands Governor Names New Technology Bureau Lead

Rupert Ross of St. Croix has been tapped to lead the Bureau of Information Technology, taking over the position from acting Director Angelo Riddick, according to a press release from Gov. Albert Bryan Jr.’s office.

(TNS) — Gov. Albert Bryan Jr. has named his pick to head the Bureau of Information Technology.

Bryan announced the nomination of Rupert Ross of St. Croix to replace acting Director Angelo Riddick, according to a Government House press release.

Like other commissioner and director-level appointments, Ross must be confirmed by the Legislature.

The Bureau of Information Technology serves as the government’s information technology department.

In the past, this has led to confusion between it and the V.I. Next Generation Network, a government instrumentality devoted to managing a federally funded high-speed optical network in the territory.

At one point under the Mapp administration, officials were considering combining the two entities.

Mapp nominated Riddick to head up the bureau in October 2016.

Ross currently serves as the chief information technology officer for the territory’s judicial branch, according to the press release. Ross previously served as the director of technology for the V.I. Labor Department.

Ross will replace Riddick at the helm of the agency on June 17, according to the press release. Network Systems Manager Mark Bough will serve as acting director in the interim, according to the release.

Ross has a bachelor’s degree from the University of the Virgin Islands with a concentration in management information systems, according to the release.
