Baltimore Mayor Officially Names Todd Carter as IT Director

The new CIO of Baltimore first started working for the city government in May 2019, on the very same day it fell victim to one of the most damaging ransomware attacks ever to hit a local government.

The city of Baltimore has officially named Todd Carter as its new director for the Baltimore City Office of Information & Technology.

Carter has been serving as acting director since October, and replaces former CIO Frank Johnson. Johnson went on leave four months after the city suffered a damaging ransomware attack in May 2019.

In fact, the day of the attack was Carter's first day with the city.

"The city benefited greatly from Todd's ability to perform expertly under extreme pressures," Baltimore Mayor Bernard Young said in a statement. "Todd has also been at the forefront of helping Baltimore modernize its IT infrastructure and to further strengthen our network capabilities. Todd possesses a rare combination of technical skills, organizational expertise, and operational abilities that will continue to serve the city well into the future."

The new CIO's background includes more than three decades of experience, much of which has been spent in IT leadership positions at various energy companies such as Exelon, and Baltimore Gas & Electric.
