Tuesday, the Department of Homeland Security's U.S. Customs and Border Protection (CBP) issued an interim final rule announcing a new Electronic System for Travel Authorization (ESTA). The system, which will eventually require that all Visa Waiver Program travelers apply for an electronic travel authorization before boarding a flight for the United States, was mandated by the Implementing Recommendations of the 9/11 Commission Act of 2007 (9/11 Act), which became law last year.
Congressman Bennie G. Thompson, Chairman of the House Committee on Homeland Security, issued the following statement:
"Successful implementation of ESTA will enhance the security of the Visa Waiver Program and fulfill one of the legislative mandates created by the Committee in the 9/11 Act. For this program to succeed, DHS must deploy a workable solution, educate international travelers, and partner effectively with the travel industry."
