Building Owner's Liability for URM

What is the building owner's liability for not retrofitting a building identified as being URM?

We live in a very litigious society. Anytime someone thinks they have been wronged, a law suit is sure to follow. So, what are the responsibilities and liabilities of unreinforced masonry (URM) building owners? If they own such a building, like those identified in this city of Portland URM database, how do they deal with the risks of being sued when someone is killed or seriously injured in an earthquake that significantly damages or destroys the building that they own?

They can't get off scot free — in my mind. Is there building insurance that covers them? I can't believe that regular property insurance policies would cover a URM facility with the potential liabilities that such a building generates.

Anyone have more information on this topic?
