I would rate Craig at or near the top of all FEMA leaders. Just having a background in emergency management and being the forceful personality he is gave him a leg up over others who have served. He and James Lee Witt have had the most positive impacts during their tenures in shaping FEMA to change with the times.

My in-depth knowledge of disaster recovery comes from working here in Washington state. Certainly here, if it was not for Individual Assistance being provided during Presidentially Declared Disasters, there would be no state relief since no program exists.
