The question for this position is, "Are there qualified duty officers now working at the center who are applying?" That I don't know. However, some people really like the shift work schedule they have, and not being a supervisor, you don't deal with any people issues and you are just "on duty" when you're "on duty" and not "on call" for when there are shift staffing challenges, etc.
If you are looking to break into emergency management right out of the military, this is a great entry point. Even if you don't get hired as the supervisor and one of the duty officers already there fill that position, you can get known via the interview process and might have a better shot for a duty officer job when it then gets posted since they will have to back-fill that position.
