I'm assuming that the incoming administration considers the commander of the D.C. National Guard as just another political appointee whose term will end somewhere during the inauguration.
If I was defending the move, which I'm not, I'd say that the incoming and interim brigadier general (one star) has been involved in the planning for the inauguration and that there are no command issues.
Personally, I'd say, you get to stay on an additional day/week and then you are gone. But, there is nothing that's going to be "usual" about the next four years.
