Which General will Head FEMA?

Might the Northern Command Commander be the next FEMA Administrator?

With the announcement earlier today of General John Kelly (Ret.) as the designee for secretary of the Department of Homeland Security, it would make sense to balance the two Marine Corps Generals with an Air Force one as the new FEMA Administrator.  How about General Lori J. Robinson U.S. Northern Command, to replace Craig Fugate?  You get two strikes for diversity. Air Force and a woman.

In reality, she at least would have some connection to domestic disasters. She just needs to retire to be considered, or does she?
