FEMA: Salaries and Expenses

This is a report from DHS on the functions and staffing levels at FEMA.

You can learn a great deal about an organization when you look at their budget and staffing.  Even better, when you can compare one year against another and look for trends.

You can see the "plus up" in regional staff that has added considerably to regional capabilities.  Just last night I was talking to one state staffer who described how "out numbered" state staff are by their Federal counterparts and it is tough keeping up with all the national mandates coming from FEMA Headquarters.  All this, while state resources have dwindled considerably in recent years.  

 

There was this significant plus-up in FEMA staffing and now the trend appears to be going the other way.  Thus it is with the ebb and flow of funding and what the Federal priorities are for the moment.  

 

For now FEMA is riding high with good reports on the Hurricane Sandy response.  As the recovery process drags on and the administrative burdens grow heavier they will need to watch how elected officials respond to constituents who become disenchanted with how long it will take to get what they think is due them.
