It sounds good to say that governors set the rules. How does that work for long-haul truckers?

Imagine that you are a long-haul trucker carrying a load of cargo across multiple states. How do you find out what the standards are for each state as you pass through them? Are they doing phases? What phase are they in now? 

What truck stops are open? Where can I get a meal, a place to sleep, even a place to go to the bathroom? Leaving everything up to individual state governors sounds great until you are part of the interstate commerce system. This is when federal action is helpful and actually needed.
