Emergency managers all need to orient people to the EOC functions.

How do you get emergency operations center (EOC) representatives who will respond to your EOC oriented to what an EOC is, how it functions, and the different elements that make up an EOC?

See the King County Office of Emergency Management’s (OEM) attempt at doing this with short videos: “Emergency Operations Center (EOC) 101.”

Check them out — very basic, but then most people are “at the beginning of their EOC journey” and just need the very basics.
