The good news is that we now have pandemic guidance from the Federal Emergency Management Agency (FEMA): COVID-19 Pandemic Operational Guidance: All-Hazards Incident Response and Recovery.
The question I have is this: When there is another pandemic in the future, will anyone, anywhere in the federal government, dig out this document and use it to guide their response?
It certainly didn’t happen for the pandemic that we are still currently dealing with.
