You might recall that Jeff Byard was originally selected to be the guy to replace Brock Long as the Federal Emergency Management Agency's (FEMA) administrator. Somewhere along the way, there was a "hiccup" with his nomination and it was withdrawn. Peter Gaynor was eventually nominated and recently confirmed by the Senate.
